QUESTION: Mr. Secretary, I asked you this question two weeks ago and you didn’t seem to be sure about it. Now that you have list them, I’m wondering what was changed. Now you have list them as a terrorist organization. Will you treat them like ISIS and al-Qaida? In other words, will you target Qasem Soleimani like you target Abu Bakr al-Baghdadi? And on a separate note, Prime Minister Netanyahu said that he wants to annex part of the West Bank today. What’s your reaction to that? Will that undermine the peace plan? SECRETARY POMPEO: Yeah, I don’t have comments on either one of – a response to either one of those questions. I’ll leave – when you say “target,” you’re usually talking about things that the Department of Defense does. I’ll allow them to respond to that question. 

QUESTION: The head of the IRGC, this man Qasem Soleimani, is by all accounts a bad character and has led all kinds of attacks. But are you saying that he now is equated to, let’s say, the head of ISIS, al-Baghdadi, in U.S. policy perspective? SECRETARY POMPEO: Yeah. He is a terrorist. QUESTION: So we as a country have a policy to target him or capture him? SECRETARY POMPEO: Qasem Soleimani has the blood of Americans on his hands, Bret, as does the force that he leads, and America is determined. Each time we find an organization, institution, or an individual that has taken the lives of Americans, it is our responsibility – it’s indeed President Trump’s duty, and we have made tremendous progress in this administration’s first two years – to reduce the risk that any American will be killed by Qasem Soleimani and his merry band of brothers ever again.

Haji Qasem Soleimani agisce in forza di un perimetro operativo consentito dal governo di cui è espressione. Che siano seicento o più di mille, i soldati americani uccisi a seguito di ordini emanati dal comandante delle Quds Force, non fa molta differenza.
In guerra si muore.
E' sbagliato accostarlo a Bin Laden e Al Baghdadi anche solo in virtù del fatto che questi sono in fondo un prodotto delle valutazioni errate dei loro governi. Bin Laden e Al Baghdadi non hanno mai fatto parte delle istituzioni. Le hanno anzi ampiamente rigettate sia a parole che con i fatti.
E' altrettanto sbagliato tentare di gettare discredito sulla sua figura con argomentazioni lontane dalla realtà. Allo stesso modo in cui, pochi mesi prima delle proteste iniziate verso la fine del 2017, il generale Soleimani aveva esortato le autorità ad andare oltre il velo e piuttosto a prestare orecchio al malumore delle donne, così qualche giorno fa in veste di comandante ha apprezzato il coraggio e l'attaccamento della gente alla propria terra. Ha altresì ribadito l'impegno di Irgc, Quds Force e governo verso la popolazione. Di quel coraggio avrà bisogno in caso di guerra.
La gente sa che tutto quanto il comandante dice e fa, non solo è organico ai piani del governo, ma è autorizzato dall'Ayatollah.
Le designazioni americane non possono che esacerbare una situazione già precaria.
Salirà il numero di morti in aree di guerra ed è altamente probabile una escalation anche in Occidente. Gli obiettivi per le cellule di IRGC e Hezbollah su suolo europeo non mancano.
Secondo il còmputo rischio/beneficio era proprio necessario procedere in questo modo ?
