Il viaggio in Italia poteva esporre la sicurezza inglese alle azioni potenzialmente ostili poste in essere da un governo sulla carta amico come quello italiano che doveva comunque badare ai propri interessi.
In generale rimane zona grigia per interventi legislativi il reale grado di competenza del primo ministro e di chi guida-controlla le agenzie.
Il governo inglese attuale spesso in bilico e le differenze di opinioni tra le due agenzie su alcuni dossier sono una criticità da tenere d'occhio.
Sul fronte libico la Germania si sarebbe rifiutata di partecipare alle analisi tecniche sull'incidente che ha azzerato la catena di comando militare di Tripoli.
Probabilmente si vuole evitare l'intromissione in questioni interne.
