Hakan Fidan meets people

The Libyan conflict was another topic of my discussion in my P3 meetings in Paris as well, as well as with my Italian counterparts in Rome. As previously stated by Secretary Pompeo, the U.S. urges all parties to de-escalate the fighting, agree to a ceasefire, and take concrete steps toward a political solution. The United States is committed to a secure and prosperous future for the people of Libya. For this to become a reality, we need real commitments from external actors to stop fueling the violence. In particular, Russia’s military interference threatens Libya’s peace, security, and stability. We conveyed this same message in high-level discussions with the LNA and the Government of National Accord this month.

The agreement establishes training and education, structures the legal framework, and strengthens the ties between our militaries. We are confident that we will improve the security situation for the Libyan people togetherTurkey's support for the UN-backed Government of National Accord in Libya should be followed by other responsible actors. Stability of Libya is critically important for the safety of Libyans, regional stability, and prevention of international terrorism. By cooperating closely with the Government of National Accord, Turkey will continue assisting Libya in all areas. We will also continue advocating for a political solution to build a democratic, stable and prosperous Libya.

Asked about reports of divisions between the State Department, which has voiced consistent support for the GNA, and the White House, which is seen as more open to Hifter, the official said: “I don’t see a Hifter solution; I don’t see a GNA solution; I see a Libyan solution.” Washingtonpost 

 
While their attempts to co-opt militias are not inherently wrong, Italy and the EU should have approached the task very differently. They should have worked to support Libya’s central authorities, providing them with the tools they needed to negotiate with strong militias while keeping them in check. Instead, European deals with militiamen have speeded up the process but have also helped strengthen already powerful local actors relative to the central government. In this way, Italy and the EU have inadvertently delegitimised the GNA.

Il modello Nusra, avviato dal Qatar, sarebbe l'unico approccio da tentare con le milizie libiche.
Un ammorbidimento della ideologia associato ad un abbozzo di soluzione politica.
La coscienza politica maturata da Al Joulani e dai suoi, senza mai abbandonare una buona dose di opportunismo, affonda le sue radici però nell'Iraq di Al Zarqawi e Calipari. Nell'Afghanistan di Abdullah Azzam. Nell'Egitto di Sadat.
Uomini capaci di tagliare una testa senza nemmeno pensarci. Ma che hanno vissuto abbastanza da capire che sedersi ai tavoli di Astana e Ginevra era una perdita di tempo. Concetti che hanno trasmesso anche ai giovani europei che si sono uniti a loro per liberare la Siria dall'oppressione.
Nella galassia di milizie che anima lo scenario libico pare esserci poco di tutto ciò.
Giusto l'opportunismo.
L'Italia ha contribuito in maniera significativa a costruire questo piccolo disastro dal momento che l'instabilità politica italiana ha impedito di mettere in campo strategie concrete e di lungo periodo. A parole tutti i governi e i ministri che si sono succeduti negli anni, hanno sognato in grande per l'Africa e la Libia.
Nei fatti i nostri servizi segreti, che sono un'eccellenza sul terreno, sono stati costretti a fare i tappabuchi tra il recupero di un ostaggio e gli interessi dell'Eni.
In mezzo sempre le milizie.
Nell'incertezza totale potrebbe funzionare il piano turco che sembra voler ripercorrere il sentiero costruito attraverso Ahrar-Zenki-FSA.
Il GNA pare anche essere più strutturato e determinato della inconsistente opposizione politica coltivata da Hakan Fidan e messa con le spalle al muro da De Mistura.
Difficile credere al momento in una soluzione finale messa a punto da americani ed europei.
