...On the political track, it was possible to significantly advance the completion of the formation and launch of the Constitutional Committee. On July 5, Russian Foreign Minister Sergey Lavrov received the Special Envoy of the UN Secretary-General for Syria, G. Pedersen. The parties discussed in detail the state of affairs in the political process and expressed the hope that the visit of the special envoy to Damascus scheduled for this week would speed up the convening of the committee. This will allow launching a direct dialogue between the Syrians to determine by themselves the parameters for the final settlement of the Syrian crisis and the future of their country. 
...We note the continuing restoration of Syria’s relations with the outside world, primarily with the Arab states, that had been broken during the years of the conflict. On July 7, the Minister of Foreign Affairs of Oman Y. Bin Alawi visited Damascus, where he was received by the country's leadership. The parties discussed the development of bilateral cooperation, as well as coordination of efforts to strengthen regional stability and security.

Il pacchetto di proposte presentato da Bin Alawi, che avrebbe chiesto il ritiro della presenza iraniana in Siria, deve essere integrato con meccanismi di controllo sull'ingresso e la gestione degli aiuti finanziari alla Siria e degli investimenti. Deve essere altresì evitato che Assad riesca a mantenere una sfera di controllo sugli apparati di sicurezza, e anche sulla transizione politica, e bisogna assicurarsi che l'influenza iraniana venga effettivamente a mancare.
