DECLARATION OF POLICY Sec. 2. In enacting this legislation, it is the intent of Congress to provide a comprehensive program for the future security of the United States, to provide for the establishment of integrated policies and procedures for the departments, agencies, and functions of the Government relating to the national security; to provide three military departments for the operation and administration of the Army, the Navy (including naval aviation and the United States Marine Corps), and the Air Force, with their assigned combat and service components; to provide for their authoritative coordination and unified direction under civilian control but not to merge them; to provide for the effective strategic direction of the armed forces and for their operation under unified control and for their integration into an efficient team of land, naval, and air forces.
L'inclusione di Bannon in quello che viene definito il cuore pulsante della sicurezza nazionale, non è di per se una intrusione come è stato sottolineato da molti commentatori. La politica è da sempre presente in seno al consiglio di sicurezza nazionale. Il problema è il modo di fare politica che verrà introdotto in quell'ambiente. Presumibilmente Bannon vuole usare il suo ruolo per favorire il presidente.
Ora una cosa è raccontare la storia del simpatizzante di Daesh che se la prende con il capo del governo su Facebook o che l'intelligence ha contribuito all'individuazione e cattura del terrorista di calibro di turno, in modo che il primo ministro possa farsi bello in tivvù. Altro è, andare in guerra contro un Paese perchè secondo i sondaggi tornerebbe utile al Presidente.
Immaginiamo inoltre, come sarebbero andate le trattative sull'Iran senza l'apporto di Cia e Dni.
Non ci sarebbe stato alcun accordo perchè l'intelligence americana ha una funzione che va ben oltre le valutazioni derivanti dal lavoro degli analisti. L'aver ripristinato l'accesso al consiglio di sicurezza per il direttore della Cia a poche ore dal clamore suscitato dal memorandum, non fa che confermare l'eterna confusione con la quale Trump governa. Come se fosse ancora in campagna elettorale.
Confusione che emerge anche dalla dichiarazione d'intenti elaborata per il contrasto al terrorismo che per lui è solo lotta contro Isis :
(iii) The Plan shall include: (A) a comprehensive strategy and plans for the defeat of ISIS; (B) recommended changes to any United States rules of engagement and other United States policy restrictions that exceed the requirements of international law regarding the use of force against ISIS; (C) public diplomacy, information operations, and cyber strategies to isolate and delegitimize ISIS and its radical Islamist ideology; (D) identification of new coalition partners in the fight against ISIS and policies to empower coalition partners to fight ISIS and its affiliates; (E) mechanisms to cut off or seize ISIS's financial support, including financial transfers, money laundering, oil revenue, human trafficking, sales of looted art and historical artifacts, and other revenue sources; and (F) a detailed strategy to robustly fund the Plan.(c) Development of the Plan. Consistent with applicable law, the Participants identified in subsection (b) of this section shall compile all information in the possession of the Federal Government relevant to the defeat of ISIS and its affiliates. All executive departments and agencies shall, to the extent permitted by law, promptly comply with any request of the Participants to provide information in their possession or control pertaining to ISIS. The Participants may seek further information relevant to the Plan from any appropriate source.
Non si capisce se voglia investire più soldi in armamenti e come.
Per aumentare impegno militare e presenza, deve fare accordi con i Paesi ospitanti e anche rinegoziare gli oneri all'interno della coalizione di alleati. E soprattutto deve valutare in anticipo le conseguenze.
Sono tutte questioni queste, che ci riguardano direttamente visto che la nostra sicurezza nazionale passa anche attraverso quella americana. Però se l'interesse di Trump è quello di rimanere in campagna elettorale, noi dovremo considerare vie alternative.
