This is how our values are being used against us because some of the manifestations of our values  is certain laws and boundaries so

we in western liberal democracies for instance 

we organize around the principle that war is different to peace

 it is permissible for governments to do things in war time that are not permissible in peace time 

we also organize our response on whether it is domestic or international 

we have our home office and the foreign office

the legal capabilities or permissions that exist for services like mine are different in the domestic space as to the foreign space 

and these are all there for a reason and they are part of the checks and balances of our governing system

If you are from a political dispensation it just doesn't do that stuff 

doesn't have any political accountability

Can move in the speed of the autocratic whim as opposed to the democratic will 

then you've got some potential advantages here 

so you can get inside our decisions cycle 

and you can cross boundaries you can do stuff 

which has the effect of war but doesn't cross our threshold 

in the knowledge we will be constraint in our response. 

And you can explore asymmetric vulnerabilities such as our requirement as democracies 

to have some common version of the facts some for democracies to function 

This isn't a problem if you are a not accountable autocrat.
