Treasury Designates Three Leaders of the Kongra-Gel as Significant Foreign Narcotics Traffickers 10/14/2009
The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) today targeted the senior leadership of the Kongra-Gel, designating as significant foreign narcotics traffickers, Murat KARAYILAN, the head of the Kongra-Gel, and high-ranking members Ali Riza ALTUN and Zubayir AYDAR. Formally known as the Kurdistan Workers Party (PKK), the Kongra-Gel was named by the President as a significant foreign narcotics trafficker under the Foreign Narcotics Kingpin Designation Act (Kingpin Act) on May 30, 2008. The State Department designated the Kongra-Gel as a Specially Designated Global Terrorist in 2001 pursuant to Executive Order 13224 and as a Foreign Terrorist Organization in 1997. Pursuant to the Kingpin Act, today's designation freezes any assets the three designees may have under U.S. jurisdiction and prohibits U.S. persons from conducting financial or commercial transactions with these individuals.
Active in southeastern Turkey and northwestern Iraq, and supported by some of Europe's Kurdish community, the Kongra-Gel was designated as a significant foreign narcotics trafficker for its more than two decades-long participation in drug trafficking.

The Partiya Karkeren Kurdistan (PKK, Kurdistan Workers’ Party) is known to systematically and, if need be, forcibly collect funds in the EU to finance its activities. The organisation also uses front organisations and charities in the EU for this purpose and is suspected of being involved in criminal activities to supplement its income to cover expenses in Turkey, the Middle East and Europe.

Per lungo tempo l'Europa ha sottovalutato e ignorato lo stretto legame esistente tra il PKK e le attività illecite da cui esso trae enormi profitti proprio su suolo europeo. Non è un caso che Altun abbia trovato casa in Francia per diversi anni. Tornava comodo per i suoi legami con le comunità turche e per programmare azioni di disturbo contro il governo turco. Poi ci si è accorti che attività come il riciclaccio di denaro e lo smercio di eroina minano le basi della comunità. La famiglia, l'economia e le istituzioni. Così si è iniziato a prestare orecchio alle lamentele di Erdogan.
L'operazione portata a termine lo scorso 21 Marzo i cui dettagli sono stati resi noti in mattinata, che ha visto neutralizzati diversi membri di spicco dell'organizzazione e soprattutto ferito Altun, va ovviamente inquadrata in ottica elettorale.
Ma è comunque indicativa dell'elevato livello di coordinamento e specializzazione raggiunti da MIT e forze armate turche. Reperire informazioni sui movimenti in corso nella roccaforte del PKK tra le montagne di Qandil dove le comunicazioni rimangono di difficile attuazione, non è cosa da poco.
