Blind spots

The Security Service will continue to run directly a small number of agents who are authorised to obtain information in the interests of national security as distinct from countering criminality, where the circumstances make that appropriate. The principles observed by the PSNI and the Security Service in running agents are the same, and are enshrined in the Regulation of Investigatory Powers Act 2000. St. Andrews Agreement 2007 Annex E

d. The great majority of national security CHISs in Northern Ireland will continue to be run by PSNI officers under existing police handling protocols. According to both PSNI and MI5 the majority of ‘national security Covert Human Intelligence Sources (CHISs)’ in Northern Ireland continue to be managed by PSNI under existing handling protocols. The PSNI is regularly audited by the Investigative Powers Commissioner’s Office around HUMINT compliance. There is compliance. ..I wish to note the full co-operation extended to me by both MI5 and the PSNI and the support of the NIO in compiling this report. Quello che sembra essere sfuggito di mano in questi anni a giudicare da tutte le cattive pratiche emerse dalle ultime inchieste è che nel rapporto tra polizia e intelligence la polizia si è troppo amalgamata e adeguata ai metodi di prevenzione dell'intelligence. 

Che ha percorsi e obiettivi diversi dalle indagini di polizia giudiziaria.
