By late 2019, SAWALL, a friend of COOK's in real life and online, joined the group and assisted COOK with the online recruitment efforts, operational security and organization. SAWALL also was responsible for the online propaganda chat group, "The Front," which served to assist in recruitment and would have ultimately claimed responsibility for the attacks. Those that made it past the initial screening were invited into an online chat group titled, "Lights Out." To this group, COOK shared plans via text to participate in a large-scale power outage by attacking the U.S. Electric Grid that included a link to a U.S. Department of Energy report titled, "Large Power Transformers and the U.S. Electric Grid," that discussed specific information about the grid and issues with replacing large transformers in a timely manner US v. By September 2020, Ms Carter had become so concerned by Rhianan's mindset that she referred her to Prevent, the government de-radicalisation scheme, after she admitted downloading a bomb-making manual.Within a month, Rhianan was arrested by counter-terror detectives and her brief engagement with Prevent had to end. She was questioned, bailed as a terrorism suspect, and was no longer able to attend school.....However, in the months before Rhianan was charged, none of the organisations involved referred her to the specialist Home Office unit that considers such cases. This was not due to a lack of information. The BBC has found that, around the time of Rhianan's arrest, MI5 received evidence showing she had been exploited - including sexually - by Cook. Una immediata collaborazione, una immediata interazione tra intelligence che acquisisce l'informazione e il law enforcement , nella fattispecie la polizia di stato, la direzione centrale della polizia di prevenzione e la Digos, che l'hanno sviluppata, mettendo il materiale a disposizione dell'autorità giudiziaria. Un soggetto autistico è caratterizzato da una gamma di comportamenti che lo rendono adatto all'indottrinamento e all'azione da parte di gruppi come i suprematisti e anche Daesh. Formazioni cioè, che non sono sostenute da storia e ideologia particolarmente raffinate. E che hanno interesse a colpire per lanciare un messaggio forte in grado di spaventare la comunità.
La casistica resa nota in questi anni, ha mostrato che il passaggio d'informazioni da MI5 a MET non è immediato così come accade in Italia. La fase di individuazione-indagine non può comunque essere sganciata da quella giudiziaria. I tempi devono essere brevissimi perché il terrorismo moderno, in qualsiasi forma, è poco prevedibile.
Se c'è stata una falla nel modello complessivo applicato a Rihanan, questa non è imputabile all'intelligence. La valutazione fatta sul rischio posto da un individuo, è questione diversa dal modo in cui è maturata la radicalizzazione.
Il rammarico della madre, ascoltata nel documentario della BBC, è comprensibile.
Una vittima può essere il peggiore dei carnefici. Per questo motivo deve essere fermata in tempo.
