From the point-of-view of my own research, the understandable sense of danger to the country instilled by 9/11 meant that intelligence accountability had an even more difficult task than usual in standing its ground against an ‘anything goes’ attitude toward defeating Al Qaeda, ISIS, and other terrorist organizations. Government leaks and academic research would reveal that the government had elected to take improper shortcuts in this new global struggle. I alluded earlier to some examples, most notably on these two fronts: the NSA engagement in improper, warrantless wiretap activities against American citizens (few of whom had ties to terrorist organizations), and the CIA’s resort to torture in hopes of finding out about possible future attacks by the likes of Al Qaeda. Truman’s remark about McCarthyism, my own normative perspective was that while in pursuit of liberty at home it would be foolhardy to throw away our own laws and the Constitution. One result of the unfortunate pathways of NSA metadata collection and CIA ‘enhanced interrogation techniques’ (EITs) was to undermine the once prominent standing of the United States around the world for having higher standards of behavior than the intelligence agencies in authoritarian regimes. Qualsiasi tipo di ius non ha senso in un contesto dove tutto e tutti (intelligence compresa) risultano anche solo velatamente ostili. Proprio la localizzazione della jihad richiede un intervento simile a quello fatto per fenomeni criminali come mafia, camorra e 'ndrangheta basato sul modello creato dal prefetto Manganelli per favorire la consapevolezza e il dialogo.

La vicenda delle figlie di Dean, la cui iscrizione ad una scuola scozzese avrebbe provocato le ire dei genitori per nulla rassicurati dalle raccomandazioni delle agenzie inglesi con le quali ha collaborato, dimostra che se si tralasciano le dimensioni umana e sociale, allora anche quella tecnica che è gestita dalla politica, può subire contraccolpi.

La CIA ed altre agenzie si sono trovate all'improvviso di fronte ad un fenomeno ad alto impatto che non lasciava molto tempo per pensare. Il fatto però che a distanza di decenni il capitolo delle torture non è mai stato chiuso, nell'era dei social ha generato un impatto ancor più deleterio.

Se non si mette in chiaro che i metodi non intaccano i valori, allora quei genitori hanno diritto ad avere paura.
