Raymond is scheduled to be sentenced in the U.S. District Court in Washington, D.C. on February 7, 2022, following a pre-sentencing evidentiary hearing beginning on January 31, 2022. L'aspetto interessante di questo caso è il doppio binario percorso da Raymond. 

Il perfetto agente segreto si è mostrato accorto e riservato nella scelta dell'approccio con le vittime e delle modalità usate per perpetrare violenza. 

L'aitante americano si è lasciato prendere dal panico una volta scoperto. Ha anche commesso errori d'ingenuità.

Senza la vicenda della donna sul balcone della residenza dell'Ambasciata in Messico, probabilmente le violenze sarebbero continuate ancora per diversi anni. 

Raymond avrebbe potuto usare il suo status di diplomatico o di agente segreto per ricattare le vittime. Si tratta di un modus operandi adottato da truffatori che si fingono spie. Il gioco però si sarebbe concluso nel giro di pochi mesi o qualche anno. 

L'utilizzo di sostanze ipnoinducenti e alcohol, e la meticolosità con la quale si informava sugli effetti, gli hanno permesso di sfuggire all'attenzione. Un metodo che ha presumibilmente sviluppato grazie a tecniche apprese nel corso del suo addestramento.

Ha commesso la leggerezza di riprendere con la telecamera anche parti del proprio corpo. Le mani avrebbero potuto accelerare la sua identificazione senza una ammissione di colpa.

Il panico lo ha indotto a cancellare/trasferire le immagini conservate nei dispositivi elettronici. L'incoscienza lo ha fatto proseguire sul sentiero criminale anche dopo avere saputo di essere stato scoperto.

La CIA non ha mai reso noto pubblicamente in che ruolo Raymond era impiegato. Se questa sua devianza fosse stata individuata per tempo, con una opportuna gestione la si sarebbe potuta sfruttare per scopi operativi.
