At present the international community spends billions on ineffectual operations to secure commercial shipping against piracy. An equivalent amount is also spent on fighting armed groups and providing relief for people displaced by recurrent drought. But building a stable political system and establishing state infrastructure and an all-inclusive national reconciliation would be less costly and more beneficial for the region and the world. New players must therefore be encouraged to advance these new priorities; especially countries with historical, cultural and religious ties with Somalia. There is no clearer example than in Somalia, where the desire to maintain business as usual has led the State Department and other government agencies to pour funds into a government organization whose leader embraced radicalism at a young age, blames the West for the death of his father, and has, for two decades now, had uncomfortably close ties to al Qaeda affiliates. Simply put, until Farmajo dismisses Fahad as head of the National Intelligence and Security Agency and Somali officials credibly investigate him for his terror ties and abuses of power within Somalia, the U.S. government should cut Somalia off from all U.S. government assistance. Il problema vero sono i Paesi (Qatar e Turchia non sono soli in questo gioco) che fanno da filtro e impediscono la creazione di un sistema stabile.
Personaggi come Fahad Yasin, o anche Al Khadimi in Iraq, possono tornare utili per guidare fasi di transizione e devono essere controllabili dai loro sponsor esterni.
Condizioni che difficilmente si realizzano. Le transizioni hanno durata infinita e il caos regna.
